A section of district leaders in the Teso Sub-region has blamed the perplexing performance in the 2025, Local Government Management of Service Delivery Performance Assessment, to staffing gaps and insufficient road equipment.

The report released last month highlighted significant wide disparities in service delivery across the districts of Teso and Karamoja sub-regions, which has triggered concerns among a section of leaders. 

As per the report, Isingiro district ranks as the best-performing local government in Uganda, with a 98.37 per cent score.

Other top-performing local governments include Kiruhura District (97.10%), Nansana Municipal Council (94.50%), Kira Municipal Council (93.88%), and Njeru Municipal Council (93.75%), with Western Uganda dominating the top spots.

Reacting to the report during stakeholders engagement meeting organised by Office of the Prime Minister in Soroti City on Thursday, May 7, 2026, Nelson Elungat Akol, the Outgoing LC5 Chairperson for Kumi district, attributed poor performance of districts from Teso sub-region to lack of shortage of substantive heads of departments.

He also pointed out that the lack of adequate road equipment further hinders district performance in assessments, an issue that requires urgent attention.

Hajji Imran Muluga, the Resident District Commissioner (RDC) for Soroti, highlighted that addressing staffing deficiencies, particularly in the health and works sectors, is crucial for enhancing service delivery.

He noted that there is a shortage of doctors and that many district engineers are only in acting roles, which hampers districts’ performance in local government assessments.

Dr. Kenneth Clement Ongalo Obote, the state minister for Teso Affairs, remarked that many RDCs and LCV Chairpersons lose their positions due to these performance rankings, which are often a result of staffing shortages rather than their individual efforts.

He cautioned the government to be mindful of this trend, as it contributes to a high turnover of capable individuals.

The Office of the Prime Minister (OPM) in Uganda holds the responsibility for assessing Local Governments (LGs) to enhance efficiency, service delivery, and compliance with established policies and guidelines. 

Nobert Kasirabo, the Assistant Commissioner for Programs at OPM, affirmed that the assessments conducted on local governments acknowledge existing gaps and that efforts will be made to address these issues as resources allow.
