The Ministry of Education and Sports has officially banned schools from publicly displaying individual candidates’ Uganda National Examinations Board (UNEB) results in the media.

This comes months after the Minister of Education and Sports, Janet Katah Museveni, cautioned head teachers and proprietors of schools against publicising candidates’ results during the release of the 2024 National Examination Results.

In a circular dated May 7, 2025, addressed to heads of institutions of learning and seen by Etoil A Karamoja, the Ministry’s Permanent Secretary Dr. Kedrace Turyagyenda, said the Ministry has observed with concern the continued practice of sharing individual UNEB results through various public media, including billboards, which contravenes the Data Protection and Privacy Act of 2019.

The circular was also sent to the Permanent Secretary, Ministry of Local Government, Executive Director of Kampala Capital City Authority, Inspector General of Police, Resident District Commissioners, District Chairpersons, Chief Administrative Officers, and Town/City clerks.

Other stakeholders which the copies of the ban have been sent to include, District/Municipal/City Education, District/Municipal City Inspectors of Schools, and the Chairperson of the National Association of Municipal and District Education Officers.

“Publicizing examination results not only breaches legal provisions but also exposes learners and their families to undue stress, anxiety, and possible harassment or stigma. Such actions are deemed unlawful under Part VIII, Section 36 (1-2) of the Data Protection and Privacy Act, 2019, which prescribes penalties for noncompliance, Dr. Turyagyenda warned.”

To address these concerns, the Ministry has directed all schools to strictly follow the existing regulations regarding examination result publication.

Schools are also instructed to refrain from using examination results for promotional or marketing purposes. Instead, they are encouraged to highlight their broader educational offerings, including extracurricular programs, community involvement, and institutional achievements.

The Ministry also advised schools to deliver results privately to students and their parents or guardians through official, secure means, such as sealed letters or verified digital platforms.
