The commander of UPDF 3rd Infantry Division headquartered in Moroto, Maj. Gen. Wilberforce Sserunkuma, has called on commanders across all ranks to treat junior officers with respect and dignity.

He made the statement while officiating the pass out of 175 private officers who successfully completed three-month training on ideology and combat skills at Moroto military barracks on Monday, April 6, 2026.

Maj. Gen. Sserunkuma warned against commanders against comfortability, noting that leadership positions are not permanent and that all officers must be prepared to leave at any time to heighten operational efficiency.

“Commanders and senior officers across all ranks are expected to treat junior officers and subordinates with dignity and respect, as this is considered fundamental to building a motivated, disciplined and effective fighting force”, Maj. Gen. Sserunkuma stated.

He explained that proper leadership, which includes respect, is essential for fostering high morale and cohesion, rather than relying on, or condoning, harsh treatment, which can be detrimental to junior officers’ performance and morale.

Maj. Gen. Sserunkuma added that “While junior officers are expected to be disciplined, this does not authorize demeaning behavior. Effective leadership is demonstrated through coaching, mentorship, and firm, consistent, yet fair treatment”.

Col. Santorino Tumuryanze Division Operations and Training Officer (DOTO), said the training which started on December 23, 2025, attracted a total of 211 trainees.

Tumuryanze reported that, of the 211 trainees, 7 were selected for advanced training, 5 were deemed medically unfit and unable to continue with the training, 9 absconded from the program, 14 deserted, and 1 died during training.

The trainees according to Col. Tumuryanze were taken through leadership skills marksmanship skills, and tactical drills.

He urged them to embrace discipline, uphold ideological values, and carry forward the legacy of national heroism.

“You should remain committed to the core values that shape the UPDF, including obedience, teamwork, and resilience,” Col. Tumuryanze said, while emphasizing the importance of preserving the revolutionary principles that gave birth to modern Uganda.
