As the eight presidential candidates official hit the road traversing across the country soliciting for votes ahead of the upcoming general polls, the Uganda Police Force (UPF) has cautioned presidential campaign teams against attempting to board security escort vehicles assigned to guard candidates during the campaign period.

On Monday, September 29, 2025, President Yoweri Museveni launched his manifesto in Munyonyo–Entebbe, while his main rival, Robert Kyagulanyi Ssentamu, alias Bobi Wine, headed to Jinja District. Other candidates traversed districts including Buikwe, Mityana, and Kawempe.

Over 100 districts are expected to host campaign rallies between September 29 and January 12, with each candidate assigned specific venues to minimize clashes. 

Addressing journalists in Kampala, Assistant Commissioner of Police (ACP) Kituuma Rusoke warned all eight candidates’ camps to strictly observe existing laws, including traffic and road safety regulations and the Public Order Management Act. 

Kituuma said police will not tolerate reckless driving, such as supporters riding on top of vehicles, and urged candidates to coordinate processions and venue preparations with security teams for safety.

He further warned campaign camps against misusing the official security vehicles, which the Electoral Commission assigned to candidates along with 16 police officers for protection. 

“Security vehicles are strictly meant for guarding presidential candidates. Any attempt to use them otherwise will attract serious consequences,” Kituuma emphasized. 

Kituuma also reminded officers deployed to guard candidates to remain vigilant, professional, and non-partisan.

On the ongoing investigations into videos showing police officers defacing posters of National Unit Platform (NUP) presidential candidate Robert Kyagulanyi in Kampala and Mbale, Kituuma confirmed that the implicated officers have been summoned by the regional CID team.

“The investigations are ongoing. The only thing I don’t have at the moment is the outcome, but results will come out very soon,” Kituuma said.

Earlier, NUP Spokesperson Joel Ssenyonyi urged the police to avoid disrupting opposition activities and ensure equal treatment of all candidates.

“Campaigns have started, and everyone has the right to engage with people. Just like NRM candidates, who are freely speaking everywhere, we don’t expect the police to hinder us. We are peaceful, as our candidate has always urged, and we expect the same discipline from police in maintaining law and order rather than being partisan,” Ssenyonyi said.
