The LCV Chairperson of Kapelebyong District, Francis Akorikin, has given the security forces a 10-day ultimatum to evict the Balaalo herdsmen from the district.
In a letter dated August 14, 2025, addressed to the Resident District Commissioner (RDC) Akorikin accused the Balaalo herdsmen for violating community land rights and agricultural activities.
The letter is also copied to the State Minister of Teso Affairs, Chief Administrative Officers, District Internal Security Officer, District Police Commander, 3rd Infantry Division Commander Moroto, Brigade Commander Kapelebyong, District Speaker and LCIII chairpersons across all the sub-counties in the district.
The eviction order should be enforced within ten days of issuance. My office is overwhelmed with complaints from the community blaming the Balaalo herdsmen for grazing on their crop fields, destroying harvests, and provoking confrontations with the local farmers,” the letter reads in part.
Akorikin stated that the Balaalo herdsmen are arrogantly grazing on people’s crop fields, causing untold suffering to the farmers and conflicts in the community they live in.
He also accused the Balaalo herdsmen for buying large chunk of land from the community, which contravenes Uganda’s legal framework on customary land.
According to Akorikin, Kapelebyong like any other district in Uganda operates under a customary land tenure system, where land belongs to the community not individuals.
“The communal land tenure system coupled with individual land sales, can lead to dispute as intra-locals land conflicts will now be fused with the outsiders coming in. this is a recipe for big trouble”, said Akorikin.
He has directed the Resident District Commissioner to coordinate with the police and other security organs in the district to develop a harmonized plan to evict the Balaalo herdsmen living in various parts of the district.
The directive, according to Akorikin, aligns with President’s Executive Order No.2 of 2025, aimed at strengthening previous directives that were put in place to control the unplanned and undisciplined movement of Balaalo herdsmen and their livestock.
