The local government workers, under their umbrella organization, the Uganda Local Government Workers’ Union (ULGWU), have declared an indefinite national industrial action effective Wednesday, October 1, 2025, in protest of unresolved salary discrepancies in the public service.

The industrial action, which comes at a time when teachers are on strike, was announced by the Union Secretary-General, Hassan Lwabayi Mudiba, on Tuesday, September 30, 2025.

On September 17, 2025, the union issued a notice addressed to the Head of Public Service and Secretary to the Cabinet, giving the government until September 30, 2025, to address their grievances regarding selective salary enhancement.

However, Hassan Lwabayi Mudiba told Etoil A Karamoja that the government has not responded to their notice despite receiving it, prompting them to lay down their tools.

He added that the government had committed in 2018 to enhance salaries for public servants in a phased manner, but has failed to do so despite numerous reminders.

Hassan Lwabayi Mudiba emphasized the necessity for salary enhancement for all local government workers, as opposed to selective salary enhancements that have caused polarization and demoralization.

Mudiba pointed out that the lowest-paid local government worker receives Shs187,660, which is insufficient to meet basic needs such as food, clothing, and medical expenses, even in a rural setting due to high cost of living.

In addition to salary enhancement, Mudiba explained that local government workers have many grievances with the government, such as delayed confirmations, removal from the payroll without justifiable reasons, and selective promotions.

“There are so many injustices imposed on local government workers. Even when they lose a relative, such as a wife, father, or mother, the government does not provide support for them. Instead, it is the community that stands with them,” Mudiba added.

Government officials have not yet responded to the decision ULGWU to lay down.
