Despite Uganda’s public debt stock hitting Shs116.2 trillion (USD 32.3 billion) as of June 2025, accounting for 51.3 per cent of the country’s GDP, the Parliamentary Committee on the National Economy has approved a government request to borrow Shs772 billion.

The funds will finance the Strategic Town Water Supply and Sanitation Project in the districts of Kayunga, Mayuge, Kamuli, and Nakasongola, which have struggled for years with limited access to clean and safe water.

The approved financing package includes a USD 183 million (approximately Shs641 billion) loan from Standard Chartered Bank Uganda, and an additional Shs120 billion to be raised domestically through the sale of treasury bonds and bills by the Bank of Uganda.

Parliament, which had been in recess, was recalled to handle urgent matters, including this loan approval, which is part of the three requests tabled before parliament on Tuesday, September, 16 2025.

According to the order paper made public through Parliament’s Department of Communication and Public Affairs, the Ministry of Finance seeks Parliament’s clearance to borrow Shs 428 billion from the African Development Fund to finance the Constitution of the South Sudan-Uganda power Interconnection Project (SUPIP)”.

On Wednesday last week, Parliament endorsed the government’s request to fetch a USD 20 million loan from Arab Bank for Economic Development in Africa (BADEA) to finance the rehabilitation, expansion, and equipping of Bugiri Hospital. 

Consequently, the Speaker of Parliament Annet Anita Among, as she opened the plenary informed Parliament that she had received a number of petitions from various leaders across the country demanding that hospitals in their respective areas also be accorded the treatment given to Bugiri Hospital.

She then directed the Ministry of Health to come up with a comprehensive plan to renovate all the dilapidated facilities across the country
