Arthur Mugyenyi, replaces the late Brigadier Charles Oluka, as the new Director General of the Internal Security Organization (ISO).

He will be deputized by Tonny Kinyera Apecu, according to the statement issued by the President Press Unit on Tuesday.

The ISO position fell vacant following the demise of Brigadier Charles Oluka on January 29th, 2025.

“The Presidential Press Unit wishes to inform the general public that His Excellency the President of the Republic of Uganda Yoweri Museveni has appointed Arthur Mugyenyi as the new Director General of Internal Security Organisation” the statement reads in part.

The according to the new appointments, Kinyera replaces Col Emmanuel Katabaaz has been moved to the ministry of foreign affairs

The appointment comes at a time when Uganda is seeking to strengthen its security and intelligence framework.

Mugyenyi’s vast experience in security and intelligence is expected to enhance ISO’s operational effectiveness in addressing national and regional security concerns.

Brigadier Oluka’s tenure was marked by efforts to streamline internal security operations and enhance intelligence gathering to safeguard Uganda’s national interests.

Mugyenyi is expected to continue these efforts, working closely with his deputy, Tony Kinyera Apecu.

The appointments are seen as part of President Museveni’s efforts to strengthen key security and diplomatic institutions in Uganda.

Mugyenyi, Apecu, and Col. Katabazi are expected to take up their new roles with immediate effect.

A seasoned security professional with decades of experience, Mugyenyi steps into this crucial role at a time when the country’s internal security operations are more critical than ever.

Before his appointment, Mugyenyi was a senior officer within ISO, where he played a significant role in intelligence operations aimed at safeguarding the nation from various internal and external threats.

Mugyenyi’s task ahead as Director General ISO

As Director General, Mugyenyi will be responsible for overseeing ISO’s operations, including intelligence collection, counterintelligence efforts, and national security threat assessments.

His leadership will be vital in addressing emerging security challenges such as cyber threats, terrorism, and organized crime.

Known for his strategic mindset and calm demeanor, Mugyenyi is expected to steer ISO through a period of evolving security dynamics.

Kinyera Apecu’s career spans many years in the intelligence field, where he has contributed to various strategic security initiatives aimed at maintaining peace and order across Uganda.

Prior to his appointment, he held various leadership roles within ISO, where his expertise in intelligence operations and analysis earned him recognition as a key figure in the agency.

His new role as Deputy Director General places him at the forefront of efforts to enhance Uganda’s intelligence network and ensure a coordinated approach to national security.

In this position, Kinyera Apecu will work closely with the Director General to improve ISO’s operations, focusing on intelligence sharing, efficiency, and collaboration with other security agencies.

Meanwhile, Col. Katabazi, as Deputy Ambassador will support Uganda’s mission to build stronger international partnerships, particularly in areas of trade, security, and regional cooperation.

His deep knowledge of Uganda’s military and security landscape will be an asset in representing the country’s interests abroad, especially in peacekeeping, security cooperation, and defense diplomacy.

Col. Katabazi’s appointment underscores the importance of combining Uganda’s military and diplomatic efforts to enhance its global influence.
