The acting Resident District Commissioner of Moroto Justine Samuel Tuko, has directed joint security forces to heighten operations along the borders porous borders between Uganda-Kenya.

Moroto district has two unregulated entry points from Kosiroi to Lodwar in Kenya and Rupa to Turkana via Lokiriama, while the neighbouring district of Amudat also has two different entry points.

Tuko, was quoted by URN as saying “these numerous entry points are exposing the Karamoja Sub-region to security threats and facilitating cross-border cattle theft”.

Tuko stated that criminals are exploiting the porous borders to evade security, which frustrates efforts to apprehend them.

He explained that individuals committing crimes in Kenya cross over to Karamoja to seek refuge, and vice versa, as reported by URN.

In order to curtail criminal elements from escaping arrested, Tuko has urged security forces to increase their operations along the borders.

Tuko also called for the establishment of more security detachments along the borderline to combat cross-border cattle rustling.

Moses Loduk, the LC1 Chairperson of Singila village in Katikekile Sub-County in Moroto district, said that he frequently encounters new people in his area, with many coming from Kenya.

Loduk stated that he always tasks those wishing to stay in his village to provide an introductory letter from the district security committee before he issues a letter of residence.

“Those relocating within the district must present their LC1 letter from their previous area of residence and explain the reasons for the move”, he said.

In July 2025, 110 Eritrean nationals were intercepted in Moroto by joint security forces for illegally entering Uganda through the Lokitanyala border point.

This incident highlights the challenges faced by security forces in combating cross-border cattle rustling, as armed Turkana and Pokot warriors from Kenya cross into Karamoja to raid cattle.
