The Kotido district Principal Assistant Secretary-PAS Sarah Narem has been promoted to the position of a deputy chief administrative officer.
Ms Narem a Masters of Business Administration holder from Makerere University, until this recent development has been serving as the Principal Assistant Secretary Kotido District Local Government, a position she attained in January 2017.
In April this year the Ministry of Local Government advertised 40 vacant Deputy CAO positions calling for eligible and qualified Ugandans to apply for the vacant positions.
Narem, confirmed the development to Etoil A Karamoja saying she is only waiting for the appointment and posting letter. This means her position becomes vacant, deepening further the staffing level crisis at the district that currently, stands at only 53%.
Nearly, 50 percentage of positions at Kotido district local government are said to be vacant and manned by caretakers several years after the district became independent.
Daniel Lochoro, the Kotido district deputy CAO told our reporter that Narem’s new appointment shows her commitment and hard work during her tenure as the PAS of Kotido district.
Lochoro noted that as they look forward to her official handover of office, the district has started the process of identifying a qualified individual to care take the PAS’s office.
Lochoro, further observed that Narem’s recent appointment has left the district with only 3 substantive heads of department who include; the Deputy CAO, DHO and CFO, adding that this has greatly affected the district in the national assessment.
Kotido district council has for long appealed to the ministry of public service to lift the recruitment ban so that the district is able to fill in the key vacant positions.
